This book is an excellent satire, or "burlesque," of many Victorian literary tropes. If you are familiar with older literature, you will find this very amusing; I thoroughly enjoyed all the short stories and recognized most of the originals, or genres, that they were based on.
This is a "nonsense" book. A bit like Woody Allen, but without his fine word play. The stories are just without interest, the situations dumb. It's just like science fiction. After a while you just can't wait to finish the dull dribble. One bright side to this book, it's only 159 pages long. Recommendation: Go read Woody's "Without Feathers", "Getting Even" and/or "Side Effects". The pleasure will be greater, and the laugh truer.
